From AI user protections to low-cost insulin, and a plastic bag ban, Californians are seeing a number of new state laws take effect on Jan. 1, 2026. 

Other new state laws impact public and private schools, as well as the artificial intelligence industry. 

Understanding the Governor’s Proposed 2026-27 California Budget:

Governor Gavin Newsom’s proposed 2026–27 California budget, released January 9, projects a modest $2.9 billion deficit alongside $42.3 billion in higher-than-expected revenues, allowing the state to largely maintain prior investments and build reserves to $23 billion. The $248.3 billion General Fund plan reflects optimism tied to strong wage growth and the tech sector, though the administration cautions these trends may not last. While the proposal preserves funding for several existing programs, it includes no new tax solutions or major investments to address affordability, homelessness, child care shortfalls, or federal cuts to health care and food assistance. Overall, the budget emphasizes fiscal stability over expansion, leaving key equity and cost-of-living challenges largely unaddressed.
