The City of Hollister is a general law city operating under a council–manager form of government. The city council serves as the legislative body, representing the residents of Hollister and exercising authority granted by the Municipal Code to establish citywide policy, adopt budgets, enact local legislation, and appoint the City Manager and City Attorney. The city employs more than 200 full-time staff and operates with an annual budget exceeding $70 million.
Following the November 2012 election, the City Council is composed of four Council Members, each elected by voters within their respective districts and serving staggered four-year terms. The vice mayor is selected annually from among the council members at the first meeting in January. The mayor is elected at large by Hollister voters for a two-year term. Municipal elections are held in November of even-numbered years. The city treasurer is also an elected official.

The City Clerk’s office prepares and maintains the official minutes of the City Council meetings online. Once approved by the council they are made available for public distribution.

The City Council meets on the third Tuesday of each month at 6:00 p.m. in the Council Chambers at City Hall, located at 311 Second Street in San Juan Bautista. The Council is made up of five members elected to four-year terms, and each December selects one member to serve as Mayor and one as Mayor Pro Tempore for the coming year. Meetings are streamed live on CMAP TV.
Pursuant to Chapter 2-1 of the San Juan Bautista Municipal Code, the City Council selects one of its members to serve as Mayor and another to serve as Mayor Pro Tempore. These selections are made at the regular Council meeting each December. Each appointment lasts until successors are chosen at the regular meeting in the following December.
